I feel that the model is somewhat overly complicated for a ‘simple’ model.
Shouldn’t a simple one directional loop do the job? Afterall:
– to go from (Re)Design to Identifying needs, you’d still need to go through some form of Evaluation;
– to go from Evaluation to (Re)Design, you’d need to go through some form of Needs identification;
– …and so on.

I think the figure here is trying to emphasize that iteration is inevitable. In fact, the text of the chapter is focusing on how to do each of the circles right, not the arrows.
